Section -01 Constitution

(01) This association shall be known as the: Inishowen Football League

(02) The Inishowen Football League shall be affiliated to:The Football Association of Ireland and The Ulster Football Association.


(03) The league shall foster and develop the game of Association Football in the Inishowen Electoral Area, The Ulster Football Association passed a resolution defining the jurisdiction of Inishowen Football League(s) as follows: The Ulster FA supports the constitution of the Inishowen Football League, Inishowen Youth and Schoolboys League, Inishowen Women’s League, Donegal League Organisation, Donegal Youth League and Donegal Women’s League. The boundaries of those bodies are defined as the Inishowen Electoral Area for Inishowen and the remainder of Donegal for the Donegal League Organisation. Clubs located within these areas may not play outside these areas without the mutual consent of the named governing bodies.

(04) The control of the Inishowen Football League shall be vested in the Management Committee. The Management Committee shall consist of:[as circumstances may dictate] A Chairman, Vice-Chairman, Secretary or Secretaries, Treasurer or Treasurers, Competition Secretary or Secretaries, Public Relations Officer or Officers and A registrar or Registrars.

(04.1) The Management Committee may co-opt TWO non-office-bearing members as circumstances may dictate.

(04.2) The Management Committee may fill by co-option, any vacancies arising in the committee during their term of office.

Income and Property
The income and property of the association (league) shall be applied solely towards the promotion of its main object(s) as set forth in this constitution. No portion of the associations income and property shall be paid or transferred directly or indirectly by way of dividend, bonus or otherwise howsoever by way of profit, to the members of the association. No officer shall be appointed to any office of the association paid by salary or fees or receive any remuneration or other benefit in money or money’s worth from the association. However, nothing shall prevent any payment in good faith by the association of:
a) reasonable and proper remuneration to any member of the association (not being an officer) for any services rendered to the association;
b) interest not exceeding 5% per annum on money lent by officers or other members of the association to the association;
c) reasonable and proper rent for premises demised and let by any member of the association (including any officer) to the association;
d) reasonable and proper out of expenses incurred by any officer in connection with their attendance to any matter affecting the association;
e) fees, remuneration or other benefit in money or money’s worth to any company of which an officer may be a member holding not more than one hundredth part of the issued capital of such company.


(05.2) Winding-up if upon winding up or dissolution of the association there remains , after the satisfaction of all its debts and liabilities, any property whatsoever, it shall not be paid to or distributed among the members of the association. Instead, such property shall be given or transferred to some other charitable institution or institutions having main objects similar to the main objects of the association. The institution or institutions to which the property is being given or transferred shall prohibit the distribution of its or their income and property among its or their members to an extent at least as great as is imposed on the association under or by virtue of clause 1 hereof. Members of the association shall select the relevant institution or institutions at or before the time of dissolution, and if and so far as effect cannot be given to such provisions, then the property shall be given or transferred to some charitable object.


(05.3) Additions, alterations or amendments No addition, alteration or amendment shall be made to or in the provisions of this constitution for the time being in force unless the Revenue Commissioners shall have previously approved the same in writing.


(05.4) Keeping of Accounts Annual audited accounts shall be kept and made available to the revenue commissioners on request.


(06) All league funds received by the honorary treasurer shall be deposited in a financial institution approved by the Committee.


(07) All cheques shall be signed by two members of the Management Committee of the League.

(08) The Management Committee shall appoint a three person trustee committee who shall act on behalf of the league under the direction of the Management Committee.

(09) The Trustees for the time being shall be for all intents and purposes the owners of all Cups, Trophies, Monies and Property of the League and shall deal with the same according to the direction of the Management Committee.

(10) The Management Committee may from time to time lend, and or, invest or otherwise deal with money of the league not required for immediate use in such a manner as may, from time to time be determined by them in such a securities as may be approved by them and it may from time to time vary any such securities.


(11) The Management Committee may from time to time Purchase, Build, Rent, Lease, Hire or otherwise acquire any real or personal property, including Lands, Buildings, Houses or other property, the possession, use or occupation of which may be considered beneficial or advantageous to the League.


(12) The Management Committee may from time to time Borrow, Raise, or secure the payment of money for the purpose of the league in such a manner or in such terms as may seem expedient, provided always that it shall not borrow in excess of ten Thousand Euro (€10,000) without the sanction of the League at a delegate meeting.


(13) No affiliated member of the Inishowen Football League may take legal action against the League or any of its affiliated members or any member of the officer board on any issue relating to the application of the league rules or constitution.


(14) This league and its members of the Management Committee accept no responsibility for any member of the public or this league for public liability insurance on any club ground whatsoever.

(15) Every affiliated club must have appropriate Public Liability Insurance which must cover their grounds, matches, dressing-rooms, stands, buildings and also club functions organised and/or participate in by the club.

(16) Every affiliated club must have appropriate Personal Accident Insurance to cover all players signed by the club.

(17) The Management Committee must ratify the appointment of a Parks Committee on a yearly basis.


(18) The Parks Committee shall administer the day to day running of league headquarters and all financial decisions will be undertaken by the management committee only.

(19) Regular progress reports will be furnished to the league Management Committee for delegate information.

(20) The financial year of the Inishowen Football League will run from January 1st to 31st December each year.

(21) The Inishowen Football League and the clubs/teams affiliated to the league will not discriminate against, or exclude individuals on the basis of their religion, ethnic group, class, gender or age.
