New arrangements for players joining the Inishowen League from outside the jurisdiction of the FAI.
(1) Anyone transferring from outside the jurisdiction of the FAI at any time of the year (not just in the close season) into the Inishowen League can only do so during a transfer window.
(2) Before being registered in the Inishowen League, such a player will need to obtain an International Transfer Certificate (ITC). Initially, a request has to be made to the FAI detailing said player’s name, date of birth, previous club and club that player wishes to sign for. This arrangement also pertains to those who may only have played at youth or underage levels and who may not have played for any adult junior team.
(3) Application for an ITC can only be made during a transfer window of which there are two. The transfer windows pertain to all levels of the game ie. Not just the professional game.
(4) Transfer windows are as follows :
1st July – 30th September.
1st Dec – 31st Jan.
(5) Any application for an ITC and which is submitted after the final day deadline (eg : an application made on 1st August ) will not be considered.
(6) In addition to having submitted an application for an ITC for a player during the appropriate transfer window, the player’s registration form must be with the league Registrar no later than the final day of the transfer window.
(7) A player signed on professional terms and wishing to transfer into the Inishowen League must, in the first instance, apply for his re-instatement to amateur status before an application is made for an ITC.
In addition,
(1) Players coming from summer football ( League of Ireland ; Ulster Senior League) to
Winter football (Inishowen League) can only do so during the Transfer window in July
or at the end of the summer season (1st December).
(2) Players wishing to go from winter football to summer football can only do so in the
Transfer window (1st Dec to the 31st Jan) or at the end of the winter season (1st June)
Heretofore, any player from outside the jurisdiction of the FAI (in the majority of cases these would have been players with addresses in Derry and who had played for junior teams in their own area) was free to sign for an Inishowen based club prior to the commencement of the Inishowen League season as the said player’s registration for his previous club had ended. Up to this point in time, no international clearance was required. International clearance was only required for players when transferring during the course of the Inishowen League season. This situation has now changed. All players coming from outside the jurisdiction of the FAI must be in possession of an ITC before they can be registered in the league.
These new regulations only affect players from outside the jurisdiction of the FAI who seek to register with the Inishowen League for the first time. Players already registered with the Inishowen League last season are unaffected.
In addition, clubs are reminded that further documentation (driving licence or passport) is needed for any player coming from outside the jurisdiction of the Inishowen League (Donegal league area; north of the border etc) and signing for the first time in our league. This requirement was sanctioned by delegates at the recent AGM.
